with 64 votes. we passed the hurricane sandy emergency relief bill also in bipartisan fashion, with 62 votes. we had open debate, we had discussions, we had amendments, and we passed legislation. particularly we passed by a powerful bipartisan vote of 89-8, a bill that avoided tax increases for 99% of americans and extended emergency unemployment benefits for another year and protected us from the fiscal cliff. when it comes to legislating, the senate actually has a pretty strong bipartisan record. how did those senate bills do on the house side? well, the house couldn't pass its own highway bill. congress has been doing highway bills since the eisenhower years. this isn't rocket science. the house couldn't do one. the best the house of representatives could do was to pass a short-term extension that allowed some of their members to get to conference on the senate bill. but they took no bill into conference because they couldn't pass one. even then they delayed the conference negotiations and they cost the united states of america an entire summer construction season for highway constr

as republicans here. i sort of feel like this is an effort at a bipartisan -- bipartisanship. i know sandy had to leave. we were talking about the ratings agencies and what debate. reading the executive management report from the ratings agency that also pointed to the congress that one of the reasons -- huge reason for the downgrade, they didn't feel that the congress had the political will to address the spending crisis that we are in either. so that was also a big part of the downgrade of our credit rating. now i think, you know, we are trying to exercise the political will to address our spending by having a budget which you can't really talk about appropriation bills and all of these kinds of things in my mind having this saddam continuing resolutions to fund the government forever is unsustainable. you need to pass a budget to begin with a foundation. >> mr. cole, i also talked to attorneys, our attorneys, some other attorneys, not just on our staff and i tell them, talk to me like i can understand you. because they talk too much legal lease. i ask them, if i get a paycheck in my account

to boehner's defense when he delayed the vote on the sandy, because i said, 64% of that will never be spent for two years. it wasn't for the sandy victims. the budget control act says you cannot put money into the budget without taking something out. but a relief act is not subject to budget control, so the administration dumped on all these things. $15 million to plant tree on private property, 5-point' p billion for army corps of engineers which is in excess of their entire annual budget with no idea where it's going to be spend. mitigating future disasters? so a fact only a small portion of that actually went to sandy victims. what was an example of a profile in courage. why could dewant to put all this pork on here and make the american enemy spend money where we're in a deep hole and that's getting back to, how do we help president obama not become the president that bankrupted america? we have to cut expenses and if we went went around the table and within through the budget, there's many, many things that each of us would not bore roy money from china if they were still lehning it --

and decided to not have a vote on the sandy relief package. that made house lawmakers angry in the northeast. governor chris christie of new jersey also had some tough words for him. he pulled the proposal because conservative republicans said the bill was loaded with pork with projects not related to the storm and they should've gone through the normal appropriations process. a couple days later, he narrowly hung onto his speakership as 10 republicans did not vote for him. now -- and right after that, they ended up passing a hurricane sandy bill. even that only received 49 republican votes. all that as a backdrop, house leaders last week went to williamsburg to figure out the task force on the debt ceiling on the across-the-board spending cuts known as the sequester, coming up. also, at the end of march, we have the continuing resolution, because the senate has not passed a full budget and the two chamber is not agree to a budget, but they have been working off a continuing resolution which funds the government for certain amount of time. it will end on march 27. house leaders tried to put

's causing some real problems for victims of super storm sandy. believe it or not, some of those folks still have no heat, no power in their homes. including this man in new jersey who has yet to receive any aid and is now living in a trailer next to his house. authorities in several american states are already blaming the weather for multiple deaths. schools are closed all over the place. commuter trains and subways jammed. and let's not forget about the frozen pipes and the water mains. take a look at this. chicago firefighters before dawn had to battle a warehouse fire. one of the biggest they have had in years. but the water froze right on to the side of the building. the conditions so bad, look at this. a third of the department had to help put it out. they even had to bring in empty city buss so firefighters with frozen gloves like this guy had a place to try to get out of cold. incredible. steve brown our chicago-based correspondent with more on the deep freeze. the number of deaths appears to be rising tonight. >> yeah. we're across the street from that warehouse fire that you mentio

or hurricane sandy? >> i mean, shame on him is what i say. because more than anything what he said is absolutely right in the sense there's disproportionate effects of gun violence in inner cities and across the border. if you want to go into communities that recognize the importance of having some sort of gun violence prevention, tough talk to those constituencies. otherwise, you're basically working out of -- without knowing exactly the repercussions that's happening in these communities. but let's talk a little bit about what's happening along the border, and the republican party's need and want to expand with the latino community as a voting bloc. along the border close to nine out of ten latinos regardless if they're republican or democrat believe we should have some sort of gun control legislation and that we need it quickly. why? because they're suffering the repercussions of right now anybody walking into -- walking in, buying a gun, not necessarily from a dealer but from a pift owner, and having no repercussions or no trail of where that gun went to. it's disgraceful that
